What's your favorite proxy provider?

if you can't get an ip in the correct zip or city, does nearby city actually work? i usually have to proxy into a neighboring city, but have been getting blocked. when i try to buy it says to call credit company to confirm purchase. i assume i need to get closer to cc holder's zip, but how? sometime...
