Why is that? There are a lot of hackers and a lot of black hat. You would think they wouldn't mind making easy money. Is it just not worth their time? Do they do other stuff that is just so lucrative that this other stuff is just too small to mess with? I don't understand it.

Experienced ones don't need to originate leads or jobs without a detailed pre-qualified proposal, they are already busy enough with a consequent work load.
A more substantial intro with requirements without disclosing confidential info could attract more attention and interest.
