TOR through VPN

Hi, I don't understand why we need to use a VPN with TOR (if we want to be completely anonymous). By using only TOR, people can see that we use it but not what we send and using TOR is not illegal so why most people use a VPN ? The TOR encryption is not sufficient ?

its only for your security, using Tor only will still have DNS leak and may show your original IP adress so you need to use a VPN/proxy that doesnt have DNS leak so you will be 99% safe

How DNS leak could be happend, could you please explain

Is there a certain way you do the TOR and VPN?

In other words, do you just set up your VPN, then run TOR? Or is there are there any other specials steps to take?
